Took me awhile of figuring out how to do the quest where you turn on the power button five times. The power button will only appear when all 5 power lines are activated. Then once the power lines are activated, the power button will appear on top of a hill. After pressing the power button, Energus will appear. Defeating Energus will reset the power lines. You have to repeat this 4 more times to complete the quest of turning on the power button 5 times.

The last quest is defeating Energus, so turn on all 5 power lines to summon Energus. Defeat it to complete the last quest and now you can enter the Planet Uran Alien HQ.
