I should have looked this Trump HATING liar up. He's a dufus. The 3082 is a standard label for A LOT of LIQUID hazardous waste. Nickel Oxide is a dry powder or chunks, available just about anywhere and has very many uses.

Here is what the guy did. He looked it up and seen, "Environmentally hazardous substance, liquid, n.o.s."
Being the idiot he is, he thought n.o.s. meant Nickel Oxide. THEN BOOM, I can do MORE SCARE with my Tik Tok!
The n.o.s. actually means, "Not Otherwise Specified".

So what we REALLY HAVE is this.

3082 = A: Hazardous waste, liquid, n.o.s. B: Other regulated substances, liquid, n.o.s C: Could be Environmentally hazardous substance, liquid, N.O.S.
Class 9 = Hazard Class 9 – Miscellaneous hazardous materials
Miscellaneous Hazardous Materials are materials that present a hazard during transportation but do not meet the definitions of hazard classes 1 - 8. This includes:
Material that has an anesthetic, noxious, or similar property that could cause extreme annoyance or discomfort to a flight crewmember so as to prevent the correct performance of assigned duties.
Any material that meets the definition in §171.8 of an elevated temperature material, a hazardous substance, a hazardous waste, or a marine pollutant.
Examples:
