In King, New Hampshire, the Hundred Nights organization opened a shelter where the homeless could get out of the cold during the 100 coldest nights of the winter. Sam discusses how the city created enormous financial obstacles on the basis of regulations and safety codes. These forced rules and the monopoly on violence empowering them do not create better housing for the homeless, but rather make options so scarce that many are left without any shelter at all.
